Cyclist: Keep that fucking dog on a leash!
Bystander: Hey buddy, not until 9am.
Cyclist: *to officer nearby* Is that true?
Officer: Yep, 9am.
Cyclist: Dogs can go without a leash until 9am?
Officer: Yeah.
Cyclist: Next time I'm running that goddamn dog over.
